BSA Mission Statement
The mission of the Boy Scouts of America is to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law.
With this Mission Statement and the Aims of Scouting in mind, the leaders of the unit have set the following:
Scoutmaster’s
Vision for Troop 538:
I pledge to elicit the best Boy Scouting program experience that Troop 538 can
provide by having the Assistant Scout Masters and myself trained and interactive
with the membership so that youths’ growth, and their efforts to acquire successful
adulthood skills
are maximized.
Committee
Chairman’s Vision for Troop 538:
To work with the Scoutmaster, Assistant Scoutmasters, and Troop 538 Committee
to ensure they are mentors living out the Scout Law and providing a scouting
program that will allow the scouts to grow in moral strength and character
while developing physical, mental, and emotional fitness; an ultimate goal
of developing leaders of the future that will learn their obligations to other
people and the society in which they live.

The Aims of Scouting
The Scouting program has three specific objectives: Character development, Citizenship training, and Personal fitness which can be clarified as follows:
- Character - One is growth in moral strength and character. We may define this as what the boy is himself; his personal qualities, his values, his outlook.
- Citizenship - A second is participating citizenship. Used broadly, citizenship means the boy's relationship to others. He comes to learn obligations to other people, to the society he lives in, and to the elected government that presides over his society.
- Fitness - A third aim of Boy Scouting is development of physical, mental, and emotional fitness. Fitness includes the body (well-tuned and healthy), the mind (able to think and solve problems), and the emotions (self-control, courage, and self-respect).
